Los Olivos CSD Board Authorizes $985,429 for Phase 2 Wastewater Design
The Los Olivos Community Services District Board of Directors voted unanimously to authorize nearly $1 million for Phase 2 design work and approved the consent calendar during its August 12, 2026 meeting.
Wallace Group Phase 2 Design Authorization and Project Manager Designation
The board considered and unanimously approved an authorization for the Wallace Group to proceed with Phase 2 design efforts in an amount not to exceed $985,429. As part of this action, General Manager Guy Savage was designated as project manager for the Wallace design efforts, subject to the availability of funding.
The motion passed subject to funding availability, noting expected grant and loan funds from the county, specifically a $250,000 grant and a $750,000 loan, alongside anticipated federal sources. Substantial public comment accompanied the item, with community members raising concerns over costs, project debt, alternative package plants, potential growth inducement, and the delegation of authority. Speakers urged the board to explore local alternative treatment options or negotiate terms with the city of Solvang before committing to major design debt, and raised concerns regarding public relations spending and transparency in committee meetings.
Consent Calendar
The board approved the consent calendar unanimously. The action followed public comments questioning payments to Padre Associates and RGS for communications. The approved items included budgeted items, prior meeting minutes with added comments from Director Parks, and warrants including Padre Associates environmental review billing.
General Announcements and Staff Reports
General Manager Guy Savage announced that the League of Women Voters is planning an election forum for board candidates on October 13 at 6 PM at St. Mark's Church. Additionally, staff reported that the fiscal year 2025-26 audit is already underway with a new audit firm and is expected to be completed by the end of the year. Staff noted they are actively in discussions with Army Corps of Engineers representatives regarding a potential $30 million federal funding allocation that could reduce current construction cost estimates.
