Solvang Council Directs Staff to Explore Sphere of Influence Changes and Urban Growth Boundary
The Solvang City Council voted unanimously to direct city staff to begin working with LAFCO on modifying the city's sphere of influence and codifying an urban growth boundary following a report from the Urban Boundary Exploration Committee.

The Solvang City Council took a major step toward shaping the city's future growth during its August 10, 2026 meeting. By a 5-0 vote, the council directed city staff to initiate pre-application meetings with the Local Agency Formation Commission (LAFCO) and to develop formal annexation policies. The decision follows a series of five meetings held by the Urban Boundary Exploration Committee (EUBEC), which examined the city's long-term growth and housing obligations. The unanimous vote reflects broad council support for engaging with regional planning authorities to review the city's boundaries and growth patterns. No council members dissented from the decision. City staff will now proceed with the preliminary steps outlined in the committee's report, marking the beginning of a formal process to explore modifications to Solvang's sphere of influence and establish a codified urban growth boundary.
